Extreme weather events such as hurricanes, wildfires, heatwaves, and heavy snowstorms are becoming more frequent and severe, impacting entire neighborhoods and particularly vulnerable populations. Cities often struggle with resilience planning, as strategies may be insufficiently long-term, disconnected from local realities, or unable to adequately address evolving risks.
To tackle these issues, RETIME is creating a suite of tools designed to empower local authorities, utility providers, construction professionals, and residents. These include:
- A resilience knowledge hub and decision support platform for informed urban planning;
- An automated sensor-based IT alert system to enhance early warnings and disaster response;
- A digital building twin to simulate structural responses to extreme conditions;
- A digital building renovation passport to guide climate-adaptive renovations.
From 2024 to 2028, RETIME will develop and test these solutions in three pilot locations—Lisbon (Portugal), Žilina (Slovakia), and Tartu (Estonia). Each site represents unique cultural, climatic, and infrastructural challenges, ensuring that the solutions are adaptable to diverse urban contexts across Europe.
By equipping decision-makers with advanced risk assessment tools and fostering awareness among citizens, RETIME aims to create safer, more resilient cities prepared for the growing challenges of climate change.
